We'll need to be able to get our own satellites up eventually. Long-range communications rely on them, so it would be best if we had the ability, rather than hope nations we can't reach or talk to do so. It's a long-term problem, but no harm in thinking about it.

That seems a rather complex matter. If your intent is purely the synthesis of fuel for existing rocket designs, that's merely a question of finding the correct formula for brewing. That would require a sample to work from.
However, it seems as though in the long run it would be more effective to design a completely different sort of rocket that utilizes alchemy more efficiently. That would require quite a bit of research.
