I had to settle more than one dispute today concerning who is the real winner of a fight that takes place in exchanged bodies.

Can someone please explain what's going on?

Seems that way. With monsters more abundant here than Fall City, and Earth guns rendered useless, people depend on one of the guilds to take care of problems one way or another.

It's not the safest work, but it's not the safest world anymore.

There are ways to work behind the scenes, so to speak.
